FROM INDIA · CHAPTER 4
Documents, attestationand apostille.
Most universities only need clear scans of your marksheets, degree or provisional certificate and a medium-of-instruction letter for admission. Attestation and apostille matter later, usually for the visa, residence permit or credential evaluation. Notarisation certifies a copy; attestation by your state and the Ministry of External Affairs authenticates the document; an apostille makes it valid in all Hague Convention countries, which include France, Germany, the UK, the USA, Canada, Australia and Ireland.

Notarisation, attestation, apostille
| Step | Who does it | What it proves | When you need it |
|---|---|---|---|
| Self-attestation | You sign the photocopy | You vouch the copy is true | Many Indian offices and some applications |
| Notarisation | A notary public | The copy matches the original you showed | First step before state attestation of personal documents; some visa files |
| State attestation | State Higher Education / School Education Department (educational), Home Department or SDM (personal) | The issuing authority and signature are genuine | Before MEA apostille |
| MEA apostille | Ministry of External Affairs | Document valid in Hague Convention countries without embassy legalisation | Some visa, residence, recognition or credential evaluation files |
| Embassy legalisation | The country's embassy, after MEA attestation | Needed only for non-Hague countries | Rare for our seven destinations |
Getting an MEA apostille
- 01
Check if your university is on e-Sanad
Many universities and boards upload documents to e-Sanad, MEA's online system. You apply and pay online and receive an e-apostille without posting originals.
- 02
Otherwise, state attestation first
Educational documents go to your state's education department (or a regional attestation centre) for verification of the university's signature.
- 03
Submit to an MEA outsourced agency
MEA does not accept documents from individuals. Hand them to an authorised agency centre in your city, which submits them and returns them stamped.
- 04
Pay the MEA fee and agency charge
MEA charges a small fee per apostilled document plus the agency's service charge. Check the current amount on the MEA or e-Sanad site when you apply.
- 05
Scan everything after
Keep high-resolution colour scans of the apostilled documents; you will upload them repeatedly.
Gaps, backlogs and low marks
A gap is not a rejection reason if it is explained. Write a one-page letter giving dates and what you did (work, exam preparation, illness, family responsibility) and attach proof: offer and relieving letters, certificates, medical records. Visa officers in the UK, Canada and Australia look for a coherent story.
Backlogs: list them honestly when asked. Many UK, Irish and French universities accept cleared backlogs for master's programmes, though top-ranked ones set limits; some German and US programmes ask for a backlog certificate. A strong final-year record and a good SOP help more than hiding attempts.

Credential evaluations by country
| Country | Evaluation | When it is needed |
|---|---|---|
| USA | WES or ECE course-by-course evaluation | Only when the university asks; many US universities evaluate Indian transcripts themselves |
| Canada | WES or another IRCC-designated ECA | Not for the study permit; needed later for Express Entry permanent residence |
| Germany | APS certificate (APS India, German Embassy) | Mandatory for Indian students before the visa and often before applying; also uni-assist for many universities |
| France | Attestation de comparabilité (ENIC-NARIC France) | Optional for admission; useful for jobs and some public competitions |
| UK | UK ENIC statement of comparability | Optional; universities assess Indian degrees directly |
| Australia, Ireland | None for admission | Skills assessments come later for some migration routes |
Sending documents for WES
WES needs Indian marksheets and degree certificates sent by your university in a sealed, stamped envelope (or through an approved digital route), not by you. Request this from your university's examination section early: it can take weeks. A WES evaluation usually costs a few hundred US dollars and is reused for later Canadian immigration.
Translations
Documents in English need no translation for the UK, USA, Canada, Australia, Ireland or most English-taught programmes. Documents in Hindi or a regional language (some state board certificates, birth certificates, affidavits) need a certified translation.
France and Germany often ask for a sworn translation for administrative files (visa, residence permit, marriage, recognition) when a document is not in French or German: a traducteur assermenté in France or a vereidigter Übersetzer in Germany. Campus France and most universities accept English originals for admission.
QUICK ANSWERS
Your questions, answered.
Usually not. Admissions use scans or university-sent transcripts. Apostille is mainly needed for some visa, residence or recognition steps, so check your country's visa chapter before paying for it.
A provisional certificate and consolidated marksheet, plus a letter from your college with the expected convocation date. Send the final degree when issued; some universities make it a condition of enrolment.
A medium-of-instruction letter from your college or university stating that your programme was taught and examined in English. Some universities accept it in place of IELTS; visa authorities rarely do.
No. A notary only certifies that a copy matches the original. Attestation by the state and the Ministry of External Affairs authenticates the document itself.
A few days on e-Sanad for participating universities, and typically two to four weeks through state attestation and an outsourced agency. Start in spring for a September intake.
