FROM INDIA · CHAPTER 9

Coming back to India, with a degree that counts.

Private employers in India accept degrees from recognised foreign universities without any certificate. You need a formal equivalence certificate for government jobs, public-sector recruitment, PhD admissions and some state exams. Since the UGC's 2025 regulations, the UGC issues equivalence for most foreign degrees through an online portal (the AIU handled this earlier). Medicine, law, nursing, pharmacy and architecture follow their own councils' rules. Before leaving your host country, collect apostilled certificates, transcripts and every work document.

Getting UGC equivalence

  1. 01

Check the institution is recognised at home

The degree must be from an institution recognised by its own country's authorities, studied in the regular mode. Programmes delivered through franchise arrangements are excluded.

  2. 02

    Apply on the UGC portal

Register on the UGC's online equivalence portal (linked from ugc.gov.in), upload your documents and pay the prescribed fee.

  3. 03

    Committee review

A standing committee checks duration, credits (up to 10% variation allowed), level and entry requirement. The regulations set short timelines for a recommendation and a decision.

  4. 04

Receive the certificate or seek review

If rejected, you can ask for a review by a separate committee.

Documents to collect before you leave

  • Final degree certificate (ask if it can be posted to India if convocation is after you leave)
  • Full transcript with credits and grading scale
  • Apostille on the degree and transcript from the host country's competent authority
  • Diploma supplement (EU universities) describing the programme
  • Proof of attendance: student visa and residence permits, enrolment certificates
  • Thesis or project abstract, for PhD admissions in India
  • Experience letters, contracts, payslips and the final tax statement (P60, W-2, T4, payment summary or Lohnsteuerbescheinigung)
  • Reference letters from managers and professors, written while they remember you

Returning with work experience

Two or three years of experience abroad is often worth more to Indian employers than the degree alone. Ask for an experience letter stating your title, dates and responsibilities, and keep payslips and tax statements: Indian background checks ask for them.

Money: when you return, tell your Indian bank so your NRO or NRE accounts are redesignated to resident accounts. Pension contributions abroad may be refundable or portable: Australia's departing superannuation payment, Germany's refund after leaving the system, and India's social security agreements with countries including France, Germany, Canada and Australia. Your tax residence changes too, so file the year's Indian return with care.

Before choosing your course

If you plan a government career in India, choose a full-time, on-campus degree from a publicly recognised university, with a duration and credit load comparable to the Indian degree (for example a two-year master's after a three-year bachelor's). One-year UK or French master's degrees are generally recognised when entry requires a bachelor's degree, but check UGC criteria first.

Medicine abroad is a special case: the National Medical Commission's foreign medical graduate rules set course length, internship, language of instruction and licensing exam requirements. Check them before you apply, not after.

Certificates issued before 2025

Equivalence certificates issued earlier by the Association of Indian Universities remain usable. If you hold one, you do not need to apply again to the UGC for the same qualification.
